Bastok Mines. Maymunah runs the guild shop, open 8:00 to 23:00 Vana’diel time. Abd-al-Raziq takes the rank tests. Aht Urhgan Whitegate has a second alchemy guild.
Azima in Bastok Mines (or Sulbahn in Whitegate): +3 skill for 8 minutes and less material lost on a break, 30 gil as Amateur and 30 more per rank. Titus and Sieglinde give the free +1 for 2 minutes.
Skill stops at each cap until you trade the test item to the guildmaster. You can hand it in 2 levels before the cap.
Era rules: a flat 60% chance below skill 50 while the recipe is above your real skill. A break halves it, and a break more than 5 levels over you gives nothing. Support never lowers your skill-up chance.
Phoenix is a new server and the auction house is thin, so plan on buying from NPCs and farming the rest. These drop from monsters at your level and go into the recipes listed. Rates assume Treasure Hunter 1; expect about half on the bigger ones without a Thief.
